A state actor, but which one?  The usual suspects are Eastern European, Russia, and China.

The clues:

1. Attention to Japan, Taiwan, and South Korea
2. Focused on government agencies and firms in Asia (stealing trade secrets)
3. 2008 Olympic Committee
4. World Anti Doping Committee
