Thanks to the rule of law and the scrutiny of a free press, Hong Kong shops almost never allow doctored food products on their shelves, in contrast to the mainland, which — due to endemic corruption and a near-total breakdown of trust — has seen a rash of sometimes fatal food scams.
Shops across the border stock the same brands of baby formula as Hong Kong, but many Chinese mothers assume they are fake and possibly dangerous. The resulting surge in demand for products smuggled in from Hong Kong has delighted Hong Kong merchants
