I knew there was wire tapping in China, but I am surprised it was to this extent.  This is definitely very 1984'ish. The twist being top officials tapping each other. What I am surprised at is many top officials would rely on written or in person communication for items they did not want to get out.

The lack of trust in any electronic communication upon reflection make sense, but I find it troubling.
