I guess I am a bit out of date, I just found out about Course Hero. It's an online community that shares notes, HW, and quizes. And for every 40 documents you upload, you get a free month's access. They have over 7 Million materials from 4,000 universities. They appear to have some type of peer review system. They also have developed an online course offering.

It must be very frustrating for Professors to have their IP / course material shared for free.
