Chinese Education Abroad - Malaysia

This article saying that Malaysia is trying to attract Chinese students surprised me.

Why - because Malaysia has a series of quotas that impact the native Chinese (how many can go to college, get government jobs, etc.). Racism Against Chinese Outside the US

I guess...
