The openness of the Chinese Government is impressive. The Economist in Days of disaster China's Government's impressive response - mentioned how the top leadership of China's government are Engineers and natural disasters are something they know how to deal with.

I admit - my under-graduate was Engineering and I worked over 10 years as one, so I understand the thinking.
