Per the Wall Street Journal, Chinese Reach Out to Orphans there has been a huge outpouring within China to adopt any orphans of the Earthquake.

Demand exceeds supply.

Authorities aren't showing any signs that they will make it easier for foreign families to adopt the children, after implementing tough new adoption rules last year.
